The Whirl Islands are a small archipelago located between the mainland of Johto and Cianwood City, on Route 41. Beneath the sea, a maze of dark caves sprawl, with explorers able to travel between the four islands with some amount of difficulty. Deep within these caves, Lugia can be found.

Named after the dangerous whirlpools that surround them, some parts of the Whirl Islands are mysterious and largely inaccessible. Children in Olivine City are told that bad kids are sent to the islands.

Main cave

Escape Rope.png Escape Rope A long and durable rope. Use it to escape instantly from a cave or a dungeon. South of the entrance and ledge to the waterfall room shortcut.
Rare Candy.png Rare Candy A candy that is packed with energy. When consumed, it will instantly raise the level of a single Pokémon by one. North of one of the ladders in the northeast of the cave. (Hidden)
Nugget.png Nugget A nugget of the purest gold that gives off a lustrous gleam in direct light. It can be sold at a high price to shops. Above the ledges in the north center of the cave.
Full Restore.png Full Restore A medicine that can be used to fully restore the HP of a single Pokémon and heal any status conditions it has. Before ledge south of the northwest ladder.
Carbos.png Carbos A nutritious drink for Pokémon. When consumed, it raises the base Speed stat of a single Pokémon. In dead end directly south from the northwest ladder.
Ultra Ball.png Ultra Ball An ultra-high performance Pokéball that provides a higher success rate for catching Pokémon than a Great Ball. On rock next to the ledge in the southeast section. (Hidden)
Calcium.png Calcium A nutritious drink for Pokémon. When consumed, it raises the base Sp. Atk stat of a single Pokémon. On the raised area north of the ladder from the southeast entrance.

Waterfall room

Max Revive.png Max Revive A medicine that can revive fainted Pokémon. It also fully restores a fainted Pokémon's maximum HP. West of the north ladder.
Max Elixir.png Max Elixir This medicine can fully restore the PP of all of the moves that have been learned by a Pokémon. West of the raised ladder.
Full Restore.png Full Restore A medicine that can be used to fully restore the HP of a single Pokémon and heal any status conditions it has. East of the raised ladder.
