Route 28 is a route in the border between Johto and Kanto that connects Mt. Silver to the west with Route 23 to the east.
Geography
Route 28 is a rather short route. It starts in the east at Route 23 and then proceeds west between two small bodies of water and through a patch of trees and emerging along the southern edge of the route before reaching the exterior of Mt. Silver at the western end. Scattered along the route are 4 torches that stay lit at all times.
A ledge prevents access to a part of the route at the north west of the map with a house. This area can be accessed by using Cut near Mt. Silver's Pokécenter.

Recluse's House
The lady in this house will complain about being found until she realizes you aren't paparazzi chasing her down and then give you TM 131(Captivate) before remenising about her time as a popular idol and then asking you to keep her location a secret.
