The Power Plant, occasionally referred to as the Kanto Power Plant, is a facility located on Route 10 in Kanto.
Details
It is the most noticeable building on Route 10 and requires the HM Move surf to reach. The interior is divided into two main rooms, one with the main generators and the other with many scientists and computers to monitor the generators. The power plant provides electricity for the Magnet Train.
An important part is stolen from the plant by a member of Team Rocket, shutting off power supply to major facilities around Kanto such as the Magnet Train and the Kanto Radio Tower. This also triggers a lock down of Saffron City that isn't raised until Boss Proton is arrested by Looker.
There is a small patch of grass in front of the Power Plant where the player can catch several kinds of electric pokemon. After you get all 16 badges, Zapdos will be waiting in front of the power plant for the player to battle.
