HM 03 is a Hidden Machine that teaches the move Surf to a Pokémon. This move allows the player to cross the ocean on a Pokemon.
Where to find
HM 03 is given to the player by a gentleman in the Ecruteak City Dance Theater after defeating all of the Kimono Girls.
