Team Rocket
Team Rocket is a villainous team in pursuit of evil and exploitation of Pokémon based in the Kanto and Johto regions with a small outpost in the Sevii Islands. While its main focus is stealing or capturing, then selling, rare and strong Pokémon, it also funds and conducts cruel experimental research on Pokémon. Their oath, as posted on the wall of one of their many bases, is "Steal Pokémon for profit. Exploit Pokémon for profit. All Pokémon exist for the glory of Team Rocket." Their ultimate goal is to take over the world using Pokémon.
Encounters
Johto Team Rocket
Slowpoke Well
The player's first encounter with Team Rocket is in Slowpoke Well. They are trying to steal the tails of Slowpoke to sell at a major profit. They have shut down Azalea Town and have taken all of the slowpoke. Kurt runs off to kick them out and you follow. The player finds Kurt just inside the well having injured his back on his way down. The player agrees to take on Team Rocket in his place. After beating 3 Grunts the player arrives at Executive Proton who leaves after warning you to watch out for Team Rocket.
Goldenrod City
Two Team Rocket Grunts are standing outside the Radio Tower acting suspicious.
Team Rocket HQ
Along with Lance the Player invades the Team Rocket HQ in an atempt to turn off the radio signal that is forcing Gyarados at the Lake of Rage to evolve. After gathering the two passwords needed to enter the boss's office where they face Executive Petrel to gain the password to the generator room. After getting the password and opening the generator room the player is challenged by Executive Ariana and a grunt. Lance Intervenes at this point to take on the grunt while you face Ariana. After beating her you and Lance turn off the Generator by defeating 6 Electrode (3 each).
Radio Tower Invasion
After earning seven Gym badges the player is contacted by Prof. Elm and informed that Team Rocket has taken over the Radio Tower in Goldenrod City. After battling their way up the tower the player reaches the office of the Director where they are confronted by Executive Petrel in disguise. After beating him the player is told that the real Director is in the Underground Warehouse. After rescuing the Director the player is given the Card Key which allows them access to the other half of the tower and the three remaining executives, Proton, Ariana, and Archer. After defeating Archer he will disband Team Rocket once again and leave.
Kanto Team Rocket
Kanto Underground Path
During their first visit to Vermilion City players will find that the Kanto Underground entrance on Route 6 is blocked by two Grunts. After defeating Lt.Surge the grunts will flee into the passage and, when approached, will battle before fleeing.
Power Plant
After arriving in Kanto the player will soon leanr that the Power Plant has been sabotaged and many areas are blocked off for security. If the player visits the Power Plant they will leanr an important part was stolen and that a suspicious character has been seen in the Cerulean Gym. Upon entering, a grunt will run into the player, babble for a moment and flee. If Followed to Route 24 he can be battled, giving up the location of the Missing Part he stole.
Strange Signal
Once power is restored to the Kanto Radio Tower in Lavender Town a distorted channel can be heard on any channel without local broadcasting. After speaking with a Professor in Pewter City the source Location will be traced to a warehouse located near Five Island.
Memorial Pillar
Two grunts at the Memorial Pillar will confront the player who will then be joined by their Rival. Together you defeat the grunts to learn that two passwords to enter the Warehouse and the Rival gives you one of them and mentions that the rest of the team has gone to Icefall Cave on Four Island.
Icefall Cave
while walking towards the entrance to the cave, when the player passes the last house, a Grunt will come running out of the house chased by Lorelei who asks for the player's help defeating the grunts who have kidnapped pokemon in Icefall Cave. Upon reaching the rear bay, the grunts will demand Lorelei give them a Master Ball before attempting to flee. most of the grunts will attempt to stop Lorelei and the player from following before fleeing themselves. Lorelei manages to corner one of them and gets the second password for the warehouse.
Team Rocket Warehouse
After defeating a few grunts in the Five Isle Meadow the player gains access to the Team Rocket Warehouse. The trainers inside have all been given "Rare" Pokemon by the man they call their boss. This boss turns out to be Executive Proton. Proton reveals his plan to capture Mewtwo and, once defeated, flees for Cerulean Cave.
Cerulean Cave
Upon entering the cave the player is confronted by Looker from Interpol who wants the players help capturing Proton. The player battles Proton twice at the bottom of the cave and Looker captures him shortly afterwards.
Other Encounters
Liberty Garden
The player will receive the Liberty Sea Map from a individual grunt on Outcast Island. The map will grant the player passage to Liberty Island which is under attack by Team Rocket. Petrel will be found in the basement of the lighthouse trying to capture Victini. He attempts to flee once he is defeated but is captured by Looker.
Tohjo Falls
During a series of event triggered by meeting Celebi in Ilex Forest, the player will encounter Giovanni twice. Once arguing with his son (the Rival). The second time the player will interrupt Giovanni going from his hideout in Tohjo Falls to join his organization at the Radio Tower. Once defeated he will flee. If the player later visits the hideout they can find three former members of Team Rocket still trying to find their boss. After they flee they will begin visiting the Goldenrod Battle Bar.
Giovanni
Founded and led Team Rocket up til 3 years ago when he was defeated by Red and disbanded Team Rocket to go on solo training. He has not been seen since.
The new Team Rocket, lead in Giovanni's absence by Executive Archer, believes that they are ready for Giovanni to return and invade the Radio Tower to send him a message and get him to return.
Giovanni was also the Eighth Gym Leader of Kanto in Viridian City.
His estranged son is the player's Rival.

Executives
Executive Proton
Proton is first seen and battled in the Slowpoke Well, where Team Rocket is trying to cut off Slowpoke tails to make a profit.
Proton is labeled as the scariest and cruelest of Team Rocket, yet also remains one of the more popular Executives. A Grunt in the Radio Tower admits to how she admires him. Proton seems to be very easily aggravated.
Once team rocket is defeated at the Radio Tower Proton leads some of the remaining grunts to Kanto and the Sevii Islands and sets up operations out of the Warehouse on Five Island. He aquires some Pokémon from outside of Johto and Kanto for his grunts and takes on the role of "Boss" no longer wanting to find Giovanni but instead lead Team Rocket himself. Their first mission is to find and capture Mewtwo to help them take power. With the player's intervention they are stopped and Proton is arrested by Looker.

Executive Petrel
Petrel is apparently Team Rocket's master of disguise. He is first seen dressing as Giovanni and then battled in the Team Rocket HQ. In Goldenrod Radio Tower he appears again, using his disguise skills again, this time dressed as Radio Tower Director. When he flees the Radio Tower he takes a small group of loyal followers to Unova to restart. He is later joined by at least one or two grunts who followed Proton in Kanto. In Unova he hears of the victory granting powers of Victini and attempts to claim it for himself. When he is defeated he attempts to flee but is intercepted by Looker and arrested.
Petrel's motives on Team Rocket are more mild-mannered, as he freely gives out information such as passwords and the location of the Director. He even considers himself a "nice guy" and hands over the key. In fact, it is his giving out of this information that leads to many of Team Rocket's defeats, despite his opinion that the player can't use the information anyways.

Executive Ariana
Ariana is the only female Rocket Executive in the reborn Team Rocket in Johto. She appears to be Archer's second-in-command, although upon first challenging the player, she calls herself the interim boss of Team Rocket in place of Giovanni. The player battles her twice, first in the Team Rocket HQ, in a battle in which Lance intervenes to make the sides even on the player's side and again in the Goldenrod Radio Tower, where she is the last challenge before Archer. When defeated in the Team Rocket HQ, she notes that the player is strong enough to become an Executive if they joined Team Rocket, and after being beaten in the Radio Tower admits that she admires the player's power.

Executive Archer
Archer is the interim head of Team Rocket during the absence of Giovanni. He leads the team in its takeover of the Goldenrod Radio Tower, aiming to locate his missing leader and bring him back to the team.
He wears white clothes on the topmost layer, as opposed to the traditional black outfit.
