In Generation II, the character of Proton is, in reality, two characters: an ordinary grunt originally taking his place in Slowpoke Well and a Rocket Executive encountered in the Goldenrod Radio Tower. These two are amalgamated into Proton for Generation IV, who shares both their single Pokémon.
Proton's position has existed since Pokémon Gold and Silver. However, his existence was easy to miss because all Rocket Executives used the same sprite (now adopted as Archer's canonical design), making it seem to some like there was only one Executive. The Rocket Executive (as well as the grunt) Proton is based on was then given a canonical design and an official name in HeartGold and SoulSilver, along with the other three Executives, to distinguish them as individuals. Petrel's case is the same.

Petrel is apparently Team Rocket's master of disguise. He is first seen dressing as Giovanni and then battled in the {{SS|Team Rocket HQ}}. In Goldenrod Radio Tower he appears again, using his disguise skills again, this time dressed as {{SS|Radio Tower}} Director.
Petrel's motives on Team Rocket are more mild-mannered, as he freely gives out information such as passwords and the location of the Director. He even considers himself a "nice guy" and hands over the key. In fact, it is his giving out of this information that leads to many of Team Rocket's defeats, despite his opinion that the player can't use the information anyways.

Ariana is the only female Rocket Executive in the reborn Team Rocket in {{SS|Johto}}. She appears to be Archer's second-in-command, although upon first challenging the player, she calls herself the interim boss of Team Rocket in place of Giovanni. The player battles her twice, first in the {{SS|Team Rocket HQ}}, in a Double Battle with a Grunt on her side and {{SS|Elite Four#Lance}} on the player's side and again in the Goldenrod Radio Tower, where she is the last challenge before Archer. When defeated in the Team Rocket HQ, she notes that the player is strong enough to become an Executive if they joined Team Rocket, and after being beaten in the Radio Tower admits that she admires the player's power.

Team Rocket (Japanese: ロケット団 Rocket-dan, literally Rocket Gang) is a villainous team in pursuit of evil and exploitation of Pokémon based in the Kanto and Johto regions with a small outpost in the Sevii Islands. While its main focus is stealing or capturing, then selling, rare and strong Pokémon, it also funds and conducts cruel experimental research on Pokémon. Their oath, as posted on the wall of one of their many bases, is "Steal Pokémon for profit. Exploit Pokémon for profit. All Pokémon exist for the glory of Team Rocket." Their ultimate goal is to take over the world using Pokémon.

Encounters

Slowpoke Well

The player's first encounter with Team Rocket is in Slowpoke Well. They are trying to steal the tails of Slowpoke to sell at a major profit. They have shut down Azalea Town and have taken all of the slowpoke. Kurt runs off to kick them out and you follow. The player finds Kurt just inside the well having injured his back on his way down. The player agrees to take on Team Rocket in his place. After beating 3 Grunts the player arrives at Executive Proton who leaves after warning you to watch out for Team Rocket.

Goldenrod City

Two Team Rocket Grunts are standing outside the Radio Tower acting suspicious. When you first reach the city Silver is confronting them before being told off by Policeman Keith.
